Songyang Conducts Limited Space Emergency Rescue Drills

Since the beginning of this year, the Provincial Party Committee and Government have included special issues related to limited space in the "Seven Issues List". In order to enhance the safety awareness of limited space enterprises in the county and enhance the emergency rescue coordination and combat capabilities of various departments, on the morning of July 5th, the limited space emergency rescue drill hosted by the Municipal and County Emergency Management Bureau was conducted at Zhejiang Xinchuang Taiye Stainless Steel Co., Ltd. in the Ecological Industrial Park of Chishou Township, Songyang County. The drill was conducted through a combination of on-site drills and video live broadcasts, with more than 150 emergency departments and key enterprise personnel from all districts and counties in the city, as well as leaders and safety management personnel in charge of townships and streets (development zones) in the county, attending the scene for observation. Li Xiongping, Deputy Director of the Municipal Emergency Management Bureau, and a member of the County Committee Standing Committee were also present. Executive Deputy County Magistrate Zhang Shangjun attended.

At 10 o'clock in the morning, with the command of the overall commander, the drill officially began. This drill simulated two employees who were poisoned and suffocated while cleaning acid residue in the pickling tank. The on-site safety officer immediately reported the accident situation to the company's responsible person, and the company activated the emergency plan to carry out self rescue. The rescuers also experienced poisoning and suffocation after entering the limited space. The 110 linkage mechanism was used to activate the county-level emergency plan for rescue, and each emergency rescue force took immediate action according to their respective responsibilities. After expert analysis, the following steps were demonstrated: ventilation inspection, wearing professional equipment for rescue in the well, cardiopulmonary resuscitation, etc., showcasing safety precautions before confined space operations, emergency response procedures for accident situations, usage methods of safety equipment and equipment, and medical rescue methods. After a 45 minute intense and orderly drill, the "injured" were rescued and treated in a timely manner, and the "accident" was dealt with in an orderly manner, achieving the goal of a successful drill and playing a "model" role.

Li Xiongping, Deputy Director of the Municipal Emergency Management Bureau, emphasized that this drill has strong guiding significance for improving emergency rescue for limited space operations and has played a demonstrative and leading role. While achieving success and gaining experience, we must also be aware that this is a simulation exercise, and the participants have sufficient mental preparation. There are many situations in actual accident rescue that are unpredictable and far beyond our imagination. Be prepared for danger in times of peace, and take preventive measures. After the drill, each county

(City, district) and Lishui Economic and Technological Development Zone should gain something from this drill activity, understand their responsibilities in the event of a major accident, make corresponding preparations, and handle it scientifically and effectively. After returning, it is necessary to carefully compare their respective plans, fill in any gaps, summarize experience, guide practice, improve the emergency plan system, and comprehensively deepen the safety rectification of limited space operations.
