We have received the request from the Development and Reform Bureau of Songyang County regarding the energy-saving evaluation and review of the annual production of 120000 tons of stainless steel pipes and products construction project of Zhejiang Xinchuang Taiye Stainless Steel Co., Ltd. (Song Fa Gai [2020] No. 363) and related materials. According to the requirements of the "Zhejiang Province Energy Conservation Review Measures" and other regulations, our committee organized relevant experts to review the "Zhejiang Xinchuang Taiye Stainless Steel Co., Ltd. Annual Production of 120000 tons of Stainless Steel Pipe and Products Construction Project Energy Conservation Report" (hereinafter referred to as the "Energy Conservation Report"), and agreed to the energy conservation report in principle. The review comments are as follows:
Project construction content and policy compliance
Zhejiang Xinchuang Taiye Stainless Steel Co., Ltd. has acquired a construction area of 22859 square meters, including the site and factory of Zhejiang Pengye Stainless Steel Co., Ltd. In addition, it has purchased 155.7 acres of industrial land and built a new factory with a construction area of 175570 square meters. The project aims to produce 120000 tons of stainless steel pipes and products annually. The fixed assets investment is 433.85 million yuan, and the production and auxiliary equipment such as peeling machine, sawing machine, gas heating furnace, piercing unit, pipe cutting machine, pickling tank, cold rolling machine, cold drawing machine, gas annealing furnace, straightening machine, elbow forming machine, hydraulic machine, machining equipment, screw air compressor, etc., and the supporting waste gas and waste water collection and treatment facilities are used to form the production capacity of 120000 tons of stainless steel pipes and products (60000 tons of raw materials are purchased, 30000 tons of products are processed as pipe fittings). This project does not belong to the category of eliminated or restricted projects in the Guiding Catalogue for Industrial Structure Adjustment (2019 edition). The project construction complies with relevant national, provincial, and municipal industrial policies, as well as local urban overall planning, land use planning, and industrial layout.
2、 Project energy consumption and indicators
The main types of energy used in the project are electricity, natural gas, and energy consuming working fluid tap water. The total installed power of the equipment in the production block 1 of the project is 23416 kilowatts, and a total of 13250 kilovolt amperes of new power supply capacity is required. The total installed power of the production block equipment is 2862 kilowatts. The original 250 kVA transformer will be phased out, and the original 315 kVA transformer will be utilized, requiring an additional power supply capacity of 1000 kVA. After the completion of the project, it is estimated that the annual electricity consumption is 46.89 million kilowatt hours, natural gas is 11.48 million cubic meters, annual water consumption is 45500 cubic meters, and annual comprehensive energy consumption is 27498 tons of standard coal (equivalent value, equivalent value is 19709 tons of standard coal). The energy required for the project can be guaranteed locally.
After the completion of the project, the estimated annual output value is 2340 million yuan, the industrial added value is 47.951 million yuan, and the energy consumption of industrial added value is 0.573 tons of standard coal/10000 yuan (equivalent to the current price, the price in 2015 was 0.596 tons of standard coal/10000 yuan).
3、 Energy saving measures for the project
The selection of project equipment follows the principles of "efficiency, reliability, and energy conservation". The energy consuming equipment used is at an advanced level among similar products, which can meet the requirements of producing high-quality products and help reduce production energy consumption. The project does not have outdated equipment that is explicitly prohibited by the state.
4、 Energy saving requirements for the project
（1） During the implementation process of the project, it is necessary to strictly follow the requirements of the energy-saving report, conscientiously implement the various product quality indicators, energy consumption indicators, and energy-saving measures in the energy-saving report. After the completion of the project, the owner shall organize acceptance in accordance with the review opinions and energy-saving report. If it fails to meet the requirements of various indicators in the report, it shall not pass the acceptance and shall not be put into use.
（2） During the project implementation process, attention should be paid to the release of national and provincial energy-saving product (equipment) guidance catalogs, and advanced energy-saving equipment should be adjusted and selected in a timely manner. According to the requirements of standards such as the General Rules for the Equipment and Management of Energy Measuring Instruments for Energy Using Units (GB 17167-2006) and the Management Requirements for Energy Measuring Instruments for Energy Using Units (DB33/656-2013), we will improve the equipment of energy measuring devices and strengthen energy consumption measurement and assessment.
（3） After the project is completed, it will consume over 10000 tons of standard coal and become a national key energy consuming unit. According to relevant technical standards such as the General Data Interface Technical Agreement for Energy Measurement Instruments (GB/T29871-2013), energy consumption data collection equipment should be reasonably configured. After the project is completed and put into operation, it should be connected to the energy consumption online monitoring system to upload energy consumption data in real time to the provincial smart energy monitoring platform. We should strictly follow the requirements of key energy consuming units to carry out various energy-saving management work, formulate energy-saving management systems, workshop and process energy consumption quota indicators, and improve various supervision and assessment measures. We should strictly enforce rewards and penalties to achieve the goal of energy conservation and consumption reduction.
